This might not be enough to go on, but in the mid nineties my dad used to buy me games for my PC. There was an FMV game that either had to do with the FBI or CIA. I know what you're thinking. "It might be Spycraft." Maybe, but I remember the intro to the game had this cheesy techno like music and the words "The best of the best," played over and over. There was an emblem from one of those agencies in the intro. I think I also remember a sniper scope.
